House Committee on House Administration

The House Committee on House Administration is a 12-member panel with two main responsibilities: overseeing federal elections and managing the day-to-day operations of the House of Representatives. On elections, the committee reviews proposals to change federal election law and monitors congressional elections nationwide. On operations, it sets budget authorizations for House committees and members, oversees House officers like the Clerk and Sergeant at Arms, and manages Capitol security and House facilities. The committee also supervises major federal institutions including the Library of Congress and Smithsonian Institution.

Bills referred to the committee go through a standard process: members hold hearings on policy issues and specific proposals, debate and amend bills in markup sessions, and then report their recommendations to the full House for a floor vote. The committee operates through three subcommittees: Elections, Modernization and Innovation, and Oversight.

Chairman Bryan Steil (R-Wisconsin) leads the committee, with Ranking Member Joseph Morelle (D-New York) representing the minority. Recent activity reflects the committee's dual focus: hearings on election integrity and voter registration maintenance, alongside oversight of Capitol operations and security. The committee has also advanced bills on congressional stock trading restrictions and member pay during government shutdowns.
