Navajo-Gallup Water Supply Project Amendments Act of 2025
Summary
This bill would amend the Navajo-Gallup Water Supply Project, which was originally authorized in 2009 to settle the Navajo Nation's water rights in New Mexico's San Juan Basin. The legislation would extend the deadline for completing project facilities from the current deadline to December 31, 2029, giving the project additional time to finish construction.
The bill would expand the project's service areas to deliver water to new communities. Specifically, it would allow the Navajo Nation to extend water supply to Lupton, Arizona, and would establish criteria for non-project water to flow to Navajo communities in Utah. Additionally, the bill would direct the Department of the Interior to place certain land into trust for the Navajo Nation's benefit.
The legislation would also establish two new trust funds: the Navajo Nation Operations, Maintenance, and Replacement Trust Fund and the Jicarilla Apache Nation Operations, Maintenance, and Replacement Trust Fund. These funds would support the ongoing operations and maintenance of the water project infrastructure.
