Lead by Example Act of 2025

The Lead by Example Act of 2025 would change how Members of Congress and congressional staff receive health care. Starting January 3, 2027, if enacted, the federal government would only be permitted to offer health care coverage through the Department of Veterans Affairs rather than the current Federal Employees Health Benefits Program or other plans. This would mean Congress members and their staff would use the same VA health system available to military veterans.

The bill requires the VA and the Office of Personnel Management to jointly develop and submit a detailed implementation plan to Congress by September 15, 2025. This plan would outline how to transition Congress to VA coverage and identify any additional legislative changes needed to make the transition work. The bill is currently in the committee process and has not yet been voted on by the full House of Representatives.
