Public Safety Communications Act
Summary
The Public Safety Communications Act would create formal legal authority for the Office of Public Safety Communications within the National Telecommunications and Information Administration. This office would be responsible for two main functions: administering federal grant programs that help states and localities upgrade to Next Generation 9-1-1 systems, which use modern Internet Protocol technology instead of traditional phone systems, and overseeing the FirstNet network that provides communications infrastructure for emergency responders and public safety personnel.
If enacted, this bill would provide a clearer legal framework for how the federal government supports emergency communications infrastructure. For everyday citizens, this could mean more reliable 9-1-1 services and better coordination between emergency responders during crises, as the federal government would have explicit authority to manage and improve these critical systems. The bill is currently under committee consideration and has not yet been voted on by the full House.
