SCREEN Act
Summary
The SCREEN Act would establish age-verification requirements for commercial websites that make available content harmful to minors, such as sexually explicit material or obscene content. Covered websites would be required to implement technology that verifies users are not minors and prevents minors from accessing such harmful content. These services would need to verify users' ages, publicly disclose their verification process, and apply verification measures to IP addresses including VPN addresses, unless the user is determined to be outside the United States.
The bill would also require websites to implement data security measures to protect personal information collected during the age-verification process. The Federal Trade Commission would be responsible for conducting regular audits of these services, issuing guidance, and enforcing the bill's requirements. If enacted, this legislation would significantly impact how adult-oriented websites operate by imposing new compliance obligations and verification procedures.
