SCREEN Act
Summary
The SCREEN Act would require commercial websites and online services that offer content harmful to minors—such as sexually explicit material or obscene content—to implement age-verification technology. These services would need to confirm that users are adults and block minors from accessing such content. The verification process would apply to users' internet addresses, including those using VPN services, unless the user is located outside the United States.
Under this bill, covered websites would also be required to publish details about how their age-verification process works and implement security measures to protect personal information collected during verification. The Federal Trade Commission would be responsible for auditing these services, issuing guidance, and enforcing compliance with the new requirements. If enacted, this legislation could significantly change how adult-oriented websites operate and what information they collect from users, though privacy and technical implementation concerns may arise during the legislative process.
