Moab UMTRA Project Transition Act of 2025
Summary
This bill would authorize the Department of Energy to transfer ownership of the Moab uranium mill site to Grand County, Utah, at no cost once the site's radioactive contamination has been sufficiently cleaned up. The Moab site, located near the Colorado River northwest of Moab, contains 16 million tons of uranium mill tailings left behind from historical mining operations. The transfer would only occur after the Department of Energy, in consultation with regulatory authorities, determines that the site is safe for public use and meets all environmental standards.
The bill includes important safeguards to protect public health and the environment. The federal government would retain water rights necessary to continue groundwater remediation and maintain access to monitoring wells if cleanup is still ongoing. Additionally, Grand County would be prohibited from selling or transferring the land to private companies or nonprofit organizations—it must remain under public ownership. The Department of Energy would also be able to impose additional conditions to protect federal interests and ensure the cleanup is not compromised.
