Summary
H.R. 3331 would require the U.S. Coast Guard to establish a working group to review and modernize the licensing exam for merchant mariners working on commercial vessels. The working group would examine whether exam questions are accurate and relevant, assess current testing procedures, and review industry standards and modern technology. The Coast Guard would then be required to develop a plan within 270 days to update the exam based on the working group's findings.
