Lead by Example Act of 2023

The Lead by Example Act of 2023 (H.R. 411) proposes a significant change to the healthcare options available to federal lawmakers and their employees. If enacted, starting January 3, 2025, the only health insurance plan the federal government could provide to Members of Congress and congressional staff would be the healthcare system managed by the Department of Veterans Affairs (VA).

The bill aims to align the personal healthcare experiences of elected officials with those of the nation’s veterans by requiring them to use the same facilities and services. To prepare for this transition, the VA and the Office of Personnel Management would be required to submit a comprehensive implementation plan to Congress detailing the necessary legislative and administrative steps. Currently, the bill has been referred to the House Subcommittee on Health for further consideration.
