HONOR Act

H.R. 5090, the HONOR Act (Halting Online Nonconsensual Offenses in the Ranks Act), would amend the Uniform Code of Military Justice to strengthen protections for service members against the nonconsensual distribution of intimate images. The bill would expand existing prohibitions to cover both authentic intimate images and AI-manipulated deepfakes used to exploit or humiliate military personnel. It would clarify that consent to create an intimate image does not equal consent to share it, and would impose strict penalties for violations under military law. The legislation would also provide enhanced protections for minors in the military against digitally altered sexual depictions. If enacted, the bill would close gaps in military justice rules and ensure service members receive the same protections against nonconsensual intimate imagery that civilians have under federal law. The bill is currently under consideration by the House Committee on Armed Services.
