Eliminate Shutdowns Act
Summary
The Eliminate Shutdowns Act would establish a mechanism to prevent government shutdowns by providing automatic continuing appropriations. If Congress does not pass regular appropriations bills before a new fiscal year begins and no continuing resolution is in place, this bill would allow federal programs and activities to continue operating at the spending levels from the previous fiscal year.
Currently, when Congress fails to pass budget legislation on time, the government can shut down unless lawmakers pass a temporary continuing resolution. This bill would remove that shutdown scenario by automatically funding agencies at prior-year levels. The practical effect for citizens would be that essential government services—such as Social Security payments, national parks, federal employee paychecks, and other programs—would continue uninterrupted even during budget disputes between Congress and the President.
