ACPAC Modernization Act
Summary
The ACPAC Modernization Act would expand the Aviation Consumer Protection Advisory Committee (ACPAC) by adding a representative from ticket agents to its membership. ACPAC is an advisory body that helps the Department of Transportation develop and implement policies related to airline customer service improvements. Currently, the committee includes representatives from air carriers, airport operators, state and local governments with consumer protection expertise, and nonprofit public interest groups focused on consumer protection.
By adding a ticket agent representative, the bill would bring the perspective of those who directly interact with airline customers at the point of sale. Ticket agents work on the front lines of customer service, handling bookings, changes, refunds, and customer complaints. Their inclusion on the advisory committee could provide valuable insights into common customer issues and practical solutions that might not be apparent to other committee members.
The bill passed the House in 2025 and was referred to the Senate Committee on Commerce, Science, and Transportation in March 2026, where it is currently under review. If enacted, this change would be relatively modest in scope but could help ensure that the voices of ticket agents are heard when the government considers new airline customer service policies and regulations.
