ROAD to Housing Act of 2025
Summary
H.R. 6337, the ROAD to Housing Act of 2025, would address housing affordability and supply shortages through multiple policy approaches. The bill would reform housing counseling programs, expand rental assistance programs, and provide grants for home repairs to low- and moderate-income homeowners. It would also direct the Department of Housing and Urban Development to develop best practice frameworks for local zoning and land-use policies to help communities remove barriers to housing development.
The legislation would streamline federal environmental review requirements for housing projects, incentivize pro-housing policies in communities near public transit, and encourage local governments to increase housing production through Community Development Block Grant funding mechanisms. Additionally, the bill would increase banks' capacity to invest in affordable housing and community development by raising public welfare investment caps. The bill incorporates provisions from approximately 30 different pieces of housing-related legislation and is currently under committee consideration.
