VAMOSA Act of 2025
Summary
The Veterans Affairs Management and Oversight of Software Assets (VAMOSA) Act would address significant waste in the Department of Veterans Affairs' technology spending. Currently, the VA spends approximately $1 billion annually on software and digital services but lacks a complete inventory of these purchases, leading to duplicate licenses, unused software, overbilling, and cybersecurity vulnerabilities.
If enacted, the bill would require the VA to create and maintain a comprehensive software inventory, establish centralized oversight through the VA's chief information officer, and implement accountability standards for software purchases. The legislation would also prioritize enterprise-wide software agreements where appropriate and establish annual reporting requirements to ensure taxpayer dollars are spent efficiently.
The bill is currently under consideration by the House Veterans' Affairs Committee's Subcommittee on Oversight and Investigations, which held hearings on the measure in March 2026. It has received support from veterans' organizations, technology watchdog groups, and House Veterans' Affairs Committee leadership.
