VISN Reform Act of 2025

The VISN Reform Act of 2025 would restructure how the Department of Veterans Affairs manages its Veterans Integrated Service Networks (VISNs), which are regional networks of VA healthcare facilities. The bill would consolidate existing VISNs into eight geographically defined regions within one year of enactment. Each VISN would be led by a Director appointed by the President and confirmed by the Senate, with all VA facility employees in that region reporting directly to the Director. The bill aims to reduce duplicated functions across the VA, improve coordination between regional healthcare systems and other VA administrations, and ensure VISNs operate as integrated healthcare systems that meet national quality and safety standards while addressing veterans' specific regional healthcare needs. The bill would also require the VA to review the VISN structure every three years to assess whether the reorganization is working effectively. Currently under committee consideration, the bill has not yet been voted on by the full House.
