Protecting the Dignity of Unborn Children Act of 2025

H.R. 686, the Protecting the Dignity of Unborn Children Act of 2025, would create a new federal crime for recklessly disposing of or abandoning fetal remains. The bill defines fetal remains as any part of a deceased human fetus following an abortion, excluding cremated remains. If enacted, violators could face fines, up to three years in prison, or both.

Currently, the bill has been introduced in the House and referred to committee for consideration. It has not yet been voted on by the full chamber. If it were to pass both chambers and be signed by the President, it would establish federal jurisdiction over how medical facilities and others handle fetal tissue disposal, creating criminal liability for improper handling in landfills or navigable waters.
