Digital Literacy and Equity Act of 2026
Summary
H.R. 7302 would create a Digital Literacy and Equity Commission to examine the current state of digital literacy and information literacy in the United States. The commission would study existing federal, state, and local programs aimed at improving digital skills, analyze digital literacy levels in low-income and disadvantaged areas, review successful programs from other countries, and identify best practices for maintaining and improving digital literacy nationwide.
If enacted, the commission would produce recommendations on how to improve digital literacy through early education and community outreach, with a focus on increasing equity in access to digital literacy resources. The bill would also direct the commission to recommend ways the federal government could measure digital literacy levels and improve coordination among federal agencies providing digital literacy services. The commission would be led jointly by the Secretary of Education and the Chair of the Federal Communications Commission and would be required to submit a report to Congress within two years of being established.
