Water Project Navigators Act
Summary
The Water Project Navigators Act would create a new program administered by the Secretary of the Interior to support the development and implementation of multi-benefit water projects in eligible states. The bill would authorize the Secretary to award grants and cooperative agreements to eligible entities, including state and local governments and nonprofit organizations, to create or continue positions for water project navigators.
These navigators would assist communities in planning, developing, and implementing water projects that provide multiple benefits, such as addressing water supply and demand imbalances, reducing drought and flood risk, and incorporating nature-based features. The navigators would provide technical assistance including feasibility studies, design work, preliminary environmental reviews, and engineering support. The program would prioritize entities with demonstrated ability to accelerate water project development and those working on drought resilience and watershed health initiatives.
The bill has been referred to the House Committee on Natural Resources and has not yet been voted on by the full House. An identical bill was also introduced in the Senate. If enacted, the program would help communities, particularly rural areas and tribal organizations, overcome barriers to developing water infrastructure projects by providing expert guidance and support throughout the planning and implementation process.
