PROTECTS Act of 2025

The PROTECTS Act of 2025 would restrict the use of federal funds for gender transition procedures performed on individuals under age 18. This includes surgeries, medications, and implants intended to change a person's body to no longer match their biological sex. The bill would apply this prohibition across all federal funding sources, meaning federal dollars could not be used to perform these procedures, refer patients for them, or reimburse any entity providing them.

The bill includes narrow exceptions for certain medical situations. Federal funds could still be used for procedures that treat specific genetic abnormalities or prevent imminent death or serious impairment of major bodily functions, provided a licensed healthcare provider performs the procedure with parental or legal guardian consent. Since this bill has only been introduced and has not yet received committee action, it remains in early legislative stages and most introduced bills do not advance further.
