Summary
H.R. 7613, known as the ALERT Act (Airspace Location and Enhanced Risk Transparency Act), would establish new requirements for collision mitigation and avoidance technologies in both commercial and military aircraft and helicopters. The bill would improve helicopter route design and separation standards around airports, and update air traffic control processes and procedures to enhance safety. The legislation was developed in response to a fatal January 2025 midair collision near Washington, D.C., and addresses all 50 recommendations from the National Transportation Safety Board related to that incident. If enacted, the bill would require certain aircraft to be equipped with systems like Traffic Alert and Collision Avoidance System (TCAS) and Automatic Dependent Surveillance Broadcast (ADS-B) technology to help prevent collisions and improve situational awareness for pilots and air traffic controllers. The bill has passed committee review unanimously in both the House Transportation and Infrastructure Committee and the House Armed Services Committee, and is now eligible for a floor vote.
