CODIS Access Modernization Act
Summary
The CODIS Access Modernization Act aims to streamline the process of entering DNA evidence into the National DNA Index System (NDIS), which is part of the FBI's Combined DNA Index System (CODIS). Currently, only publicly operated forensic laboratories are authorized to upload DNA profiles to this national database. When law enforcement agencies use private laboratories to process evidence, those results must undergo a redundant review by a public laboratory before they can be officially entered into the system. This bill would change that by allowing eligible, accredited private laboratories to upload qualifying DNA profiles directly.
If enacted, the proposal would likely reduce the significant backlogs currently facing government-run crime labs. By removing the requirement for a second manual review of private lab results, the bill seeks to accelerate the identification of suspects in violent crimes, such as homicide and sexual assault. Proponents argue that this would help law enforcement generate investigative leads faster and prevent serial offenders from remaining unidentified while evidence waits in a queue.
