Historic Greenwood District—Black Wall Street National Monument Establishment Act
Summary
S. 1051 would create a national monument in Tulsa, Oklahoma to commemorate the Historic Greenwood District, known as Black Wall Street, and the 1921 Tulsa Race Massacre. The bill passed the Senate and is now being considered by the House of Representatives. If enacted, the monument would be established within the National Park System to preserve, protect, and interpret resources associated with the historic Greenwood neighborhood, the thriving Black business community that existed before 1921, and the devastating racial violence that destroyed it.
Under the bill, the Department of the Interior would be authorized to acquire land within a specified area to constitute the monument. Importantly, land could only be acquired through donation, trade, or purchase from willing sellers, and the designation would not affect private property within or adjoining the designated area. The bill also establishes an advisory commission to advise the Interior Department on developing and managing the monument, including constructing visitor facilities and infrastructure.
