SPARC Act
Summary
The SPARC Act (Specialty Physicians Advancing Rural Care Act) would amend the Public Health Service Act to create a federal loan repayment program for specialty medicine physicians. The program would provide financial incentives to encourage these physicians to practice in rural communities that are experiencing shortages of specialty medical care. This would help address a significant healthcare access issue, as rural areas often lack adequate access to specialists in fields such as cardiology, orthopedics, rheumatology, and other specialties.
The bill would work by offering student loan repayment assistance to specialist physicians who commit to serving in designated rural shortage areas. By reducing the financial burden of medical school debt, the program aims to make rural practice more attractive to physicians who might otherwise choose to practice in urban or suburban areas where they can more easily pay off their loans. Currently, the bill is under consideration by the Senate Committee on Health, Education, Labor, and Pensions, with hearings held in March 2026. It has not yet been voted on by the full Senate.
