Deploying American Blockchains Act of 2025
Summary
The Deploying American Blockchains Act of 2025 would designate the Secretary of Commerce as the principal advisor to the President on blockchain technology policy and competitiveness. If enacted, the bill would require the Secretary to establish a National Blockchain Deployment Advisory Committee for seven years to support the adoption and deployment of blockchain technology across government and the private sector.
The bill would direct the Secretary to develop best practices for secure and efficient blockchain deployment, encourage federal agencies to assess and expand their use of blockchain technology, and coordinate federal cybersecurity activities related to blockchain systems. The Secretary would also work with the private sector to identify ways to deploy the technology. The bill does not require private entities to implement recommendations or share information.
The legislation would require annual reports to Congress detailing the committee's activities, policy recommendations, and emerging risks related to blockchain technology. The Congressional Budget Office estimates implementation would cost approximately $59 million over the 2025-2030 period, primarily for personnel costs. This bill has passed committee review and is eligible for a floor vote.
