Summary
The No Tax Dollars for Terrorists Act would direct the Department of State to create and implement a strategy aimed at preventing foreign countries and nongovernmental organizations from providing financial or material support to the Taliban. The bill would authorize the use of U.S. foreign assistance as a tool to encourage other nations and organizations to cease such support.
Under this bill, the State Department would be required to submit reports to Congress detailing which foreign countries and organizations have provided support to the Taliban, what U.S. efforts have been made to oppose such support, and the implementation plan for the new strategy. The reports would also need to address U.S.-funded cash assistance programs operating in Afghanistan and provide information about the Afghan Fund and any Taliban influence over Afghanistan's central bank.
If enacted, this legislation would increase congressional oversight of U.S. foreign aid related to Afghanistan and establish a formal mechanism for the State Department to address concerns about third-party financial support to the Taliban. The bill is currently in committee and has not yet been voted on by the full Senate.
