Countering Threats and Attacks on Our Judges Act
Summary
S. 2379, the Countering Threats and Attacks on Our Judges Act, would create a State Judicial Threat Intelligence and Resource Center to address rising threats against state and local judges and court staff. The bill passed the Senate unanimously in November 2025 and is now being considered by the House of Representatives.
The bill would authorize the State Justice Institute, an existing nonprofit organization, to fund and operate this new center. The center would provide technical assistance and training to judges and court personnel on judicial security, conduct physical security assessments of courthouses and judges' homes, and help coordinate information-sharing between federal, state, and local law enforcement agencies. The center would also establish a national database to track and report threats and attacks against judges and court staff.
Proponents argue the legislation addresses a documented problem. State and local judges currently lack the security resources available to federal judges, and threats against judges have increased significantly in recent years. The bill would require annual reports to Congress on the number and types of threats received. The legislation is bipartisan, with support from both Republican and Democratic sponsors in the Senate and House.
