Partnership for Indo-Pacific Industrial Resilience Authorization Act
Summary
S. 2453 would authorize the Secretary of Defense to establish and maintain a security cooperation initiative called the Partnership for Indo-Pacific Industrial Resilience. The bill would codify an existing multilateral forum involving the United States and 14 allied and partner nations in the Indo-Pacific and Euro-Atlantic regions. The initiative aims to strengthen cooperation among defense industrial bases through technical exchanges, joint research and development, and coordinated procurement of defense technologies. The bill would authorize the Department of Defense to work with industry, capital providers, and academic institutions to strengthen supply chain security, expand industrial capacity and workforce capabilities, and promote joint defense production and co-development efforts. If enacted, the bill would require the Secretary of Defense to submit annual reports to Congress through 2031 detailing progress on shared industrial vulnerabilities, supply chain resilience efforts, and joint defense initiatives. The legislation is currently referred to the Senate Committee on Foreign Relations and has not yet been voted on by the full chamber.
