Crystal Reservoir Conveyance Act
Summary
The Crystal Reservoir Conveyance Act would transfer ownership of Crystal Reservoir and approximately 45 acres of surrounding federal land, including the Full Moon Dam and associated water infrastructure, from the federal government to the City of Ouray, Colorado. The U.S. Forest Service drained the reservoir in 2024, leaving the city and local agricultural producers without a critical water supply. The conveyance would occur at no cost to the City, in exchange for its assumption of responsibility for the operations, maintenance, and repairs of the Full Moon Dam and Full Moon Ditch.
Under the bill, the City must maintain the land as open space for public recreational activities with free access, and avoid developmental activities outside of necessary maintenance. The City would be allowed to use the Crystal Reservoir for water storage and other beneficial water uses, adhering to Colorado's water laws and managing the water rights connected to the reservoir. If enacted, this bill would enable Ouray to take ownership, repair Full Moon Dam, and refill the reservoir, restoring an essential water source, wildfire response asset, and beloved recreation destination. The bill is currently under committee consideration and has not yet been voted on by the full Senate.
