Save Our Seas 2.0 Marine Debris Infrastructure Programs Reauthorization Act
Summary
S. 3022 would reauthorize four Environmental Protection Agency grant programs that address marine pollution and waste management. These programs were originally established by the 2020 Save Our Seas 2.0 Act and are set to expire. The bill would extend their authorization through 2030 and provide $85 million in annual funding for these initiatives.
The bill specifically reauthorizes programs that support recycling infrastructure, drinking water systems, wastewater infrastructure, and efforts to prevent trash from entering waterways. The largest portion of funding, $55 million annually, would support grants for recycling and post-consumer materials management infrastructure. The remaining $30 million annually would be divided among programs addressing drinking water infrastructure, wastewater infrastructure, and trash-free waters initiatives that work to prevent, remove, and research marine debris.
If enacted, the bill would help coastal communities and states improve their waste management systems and reduce plastic pollution in oceans and waterways. Communities across the country have already demonstrated strong demand for these grants, with every eligible state and territory requesting funding in previous grant rounds. The bill passed the Senate unanimously and is now being considered by the House of Representatives.
