Summary
S. 3100, the Personnel Oversight and Shift Tracking Act of 2025, would direct the Federal Protective Service to establish new processes for overseeing contract security personnel who protect federal buildings and grounds managed by the General Services Administration. If enacted, the bill would require the Federal Protective Service Director to implement standardized methods for testing security personnel performance, conduct regular reviews of test data, and develop updated security training guidance based on test findings and emerging threats. The bill would also require a comprehensive evaluation of the current personnel tracking system within 180 days, with the Director determining whether to replace the system with a more reliable platform or implement improvements to the existing system.
