Correctional Facility Disaster Preparedness Act of 2026

S. 3664 would strengthen disaster preparedness and response in federal correctional facilities. The bill would require the Bureau of Prisons to submit annual damage assessment reports to Congress following presidentially declared disasters, detailing effects on incarcerated individuals and staff health and safety, along with corrective actions to address preparedness gaps. The legislation would also expand the National Institute of Corrections Advisory Board by adding new permanent members including a formerly incarcerated individual, an emergency coordinator, and a public health expert specializing in communicable diseases. Additionally, the bill would require the Advisory Board to conduct public hearings examining how correctional facilities can better incorporate considerations for incarcerated individuals in their emergency preparedness and recovery plans. The bill is currently under committee consideration in the Senate and has not yet been voted on by the full chamber.
