Summary
This bill would establish new security requirements for trucking companies that transport Department of Defense cargo. Specifically, it would require the Federal Motor Carrier Safety Administration to create a registry of approved carriers that pass national security vetting. Any trucking company—including prime contractors, subcontractors, and independent owner-operators—would need to be on this registry to bid on or perform military transportation contracts. The bill would prohibit companies with ties to the Chinese Communist Party or Chinese military entities from participating in these contracts.
Under the legislation, trucking companies would be required to certify that they are not owned or controlled by, and do not have significant business relationships with, any entity identified as a Chinese military company. Companies that provide false certifications would face civil penalties and potential debarment from future government contracts.
