English Language Unity Act of 2025
Summary
S. 542 would declare English as the official language of the United States if enacted. The bill would require that all official functions of the federal government be conducted in English and would establish an obligation for federal representatives to enhance the role of English and encourage opportunities for individuals to learn the language.
The bill would also establish uniform English language testing standards for naturalization candidates. Within 180 days of enactment, the Secretary of Homeland Security would be required to propose regulations ensuring that naturalization candidates can read and understand foundational American documents such as the Declaration of Independence, the Constitution, and U.S. laws. The bill includes provisions allowing individuals to pursue civil action if they believe they have been harmed by violations of these requirements.
The bill explicitly preserves the use of Native Alaskan and Native American languages and does not prohibit the learning or use of other languages. It is currently under consideration by the Senate Committee on Homeland Security and Governmental Affairs.
