Choice in Affordable Housing Act of 2025
Summary
S. 890 would aim to increase the number of private landlords willing to accept housing vouchers from low-income families, elderly individuals, and people with disabilities. The bill would do this by offering financial incentives to landlords, including one-time payments for those renting units in low-poverty areas, security deposit assistance, and bonus payments for public housing agencies that help recruit landlords. The legislation would establish a fund providing $100 million annually from 2025 to 2029 to support these initiatives.
The bill would also make it easier for landlords to participate by streamlining housing quality inspections, allowing inspections from other federal housing programs to count toward Housing Choice Voucher requirements. Additionally, it would expand the use of small area fair market rents in more metropolitan areas to better reflect local rental costs and help voucher holders access housing in higher-opportunity neighborhoods.
This bill has been introduced but has not yet received committee action. Most introduced bills do not advance further.
