Nobody Elected Elon Musk Act

H.R. 1145 would establish personal legal liability for Elon Musk and anyone managing the Department of Government Efficiency (DOGE) for claims against the federal government. Currently, as special government employees, these individuals are protected from personal financial responsibility when lawsuits are filed. This bill would shift that liability from taxpayers to the individuals involved in DOGE's operations.

The bill addresses concerns that DOGE personnel have taken actions that may violate federal law without facing personal consequences. Supporters argue this would prevent taxpayers from bearing the costs of legal settlements and damages resulting from DOGE activities. The bill was introduced by Representative Melanie Stansbury and co-sponsored by Representative Jamie Raskin, both Democrats. It is currently under consideration by the House Judiciary Committee and has not yet been voted on by the full House.
