The Postal Supervisors and Managers Fairness Act of 2025 would modify how the U.S. Postal Service negotiates pay and benefits with its supervisory and managerial employees. This bill would accelerate that process and make the recommendations from a fact-finding panel binding on both the Postal Service and the supervisors' organization, rather than merely advisory as they are now.
Under the bill, the Postal Service would be required to provide written proposals to supervisors' organizations within 60 days of reaching agreements with other postal unions that affect supervisor pay or benefits. The bill would establish clearer procedures for resolving disagreements between the Postal Service and supervisors' representatives, ensuring that disputes do not drag on indefinitely. By making arbitration decisions binding, the legislation aims to provide supervisors and managers with more certainty about their compensation and benefits packages.
