CHIP IN for Veterans Act of 2025
Summary
The CHIP IN for Veterans Act would make permanent a pilot program that allows the Department of Veterans Affairs to accept donations of property and facilities from nonfederal entities such as state authorities or private organizations. Currently, this program operates on a temporary basis and has restrictions on how many donations the VA can accept. This bill would remove those donation limits and establish the program as a permanent part of VA operations, effective December 16, 2026.
The practical impact of this legislation would be to enable the VA to expand its physical infrastructure and resources through charitable contributions without being constrained by caps on the number of donations it can receive. This could allow veterans' facilities to grow through community partnerships, donations of buildings, land, or other property that could be converted to veteran services. By removing the donation limit, the bill would give the VA greater flexibility to accept beneficial contributions from willing donors.
The bill has already passed the House and is currently under review in the Senate Committee on Veterans' Affairs. If enacted, it would streamline the process for the VA to acquire donated facilities and property to support veterans' programs and services across the country.
