Summary
The Baby Changing on Board Act would require Amtrak passenger rail trains to be equipped with baby changing tables in their restrooms. Specifically, each train car would need to have at least one restroom with a baby changing table, and at least one of these tables would need to be located in a restroom that complies with the Americans with Disabilities Act to ensure accessibility for parents and caregivers with disabilities.
The bill would apply to Amtrak trains that are either currently owned and operated by Amtrak or are purchased by Amtrak after the bill becomes law. This means existing trains would eventually be retrofitted as they are replaced or updated, while new trains would be required to include these facilities from the start.
