Protect America's Workforce Act
Summary
The Protect America's Workforce Act would overturn an executive order issued on March 27, 2025, that excluded specified federal agencies from the Federal Service Labor-Management Relations Statute. This statute authorizes federal employees to participate in collective bargaining and enforces their collective bargaining rights. If enacted, the bill would restore collective bargaining protections to federal workers who lost those rights under the executive order, affecting approximately 75 percent of the federal workforce. The bill would also ensure that any collective bargaining agreements that were in effect as of March 26, 2025, remain fully valid and enforceable through their original stated terms, preventing disruption to existing labor-management relationships. The bill passed the House on December 11, 2025, by a vote of 231-195 and is now under consideration in the Senate. Federal employees affected would include workers across various agencies, including school staff at military bases, who would regain the ability to negotiate collectively with their employers regarding wages, benefits, and working conditions.
