Haiti Criminal Collusion Transparency Act of 2025

The Haiti Criminal Collusion Transparency Act of 2025 would require the Department of State to regularly report to Congress on connections between Haiti's criminal gangs and the country's political and economic leaders. The reports would identify prominent criminal gang leaders and list Haitian political officials, former government workers, and business executives who have direct links to these gangs, along with any organizations they control.

The bill also establishes civil and criminal penalties for anyone who violates the sanctions regulations. The legislation aims to increase transparency about corruption in Haiti by exposing ties between criminal organizations and those in positions of political and economic power.

The bill passed the House in April 2025 and was referred to the Senate Committee on Foreign Relations in September 2025, where it currently awaits further consideration.
