HEADWAY Act
Summary
The HEADWAY Act would modify current requirements for Early Head Start program teachers. Currently, all teachers providing direct services to infants and toddlers must have a Child Development Associate credential and specialized training before teaching. If enacted, this bill would change that requirement so that only at least one teacher per classroom must have the credential upfront, while additional teachers could teach while in the process of earning their credential and completing required training.
Under the bill's provisions, Early Head Start agencies would be required to provide mentors to guide and oversee teachers who are working toward their credentials. The practical effect would be to make it easier for individuals to enter the early childhood education field by allowing them to earn credentials on the job rather than completing all requirements before starting work. This could potentially increase the available workforce for Early Head Start programs, which serve low-income families with infants and toddlers.
