DUMP Red Tape Act
Summary
The DUMP Red Tape Act would codify and make permanent a Red Tape Hotline operated by the Small Business Administration's Office of Advocacy. This hotline would allow small business owners to submit reports about federal regulations, guidance, and policies they find burdensome, costly, confusing, duplicative, or outdated. The bill would require the Chief Counsel for Advocacy to establish and maintain this easily accessible hotline and to systematically review the concerns submitted by small businesses.
Under the bill, the SBA Office of Advocacy would be required to compile the submissions received through the hotline and submit an annual report to Congress detailing the complaints, which agencies issued the problematic rules, recommendations for reducing regulatory burdens, and actions taken to address the concerns. This would create an ongoing mechanism for small businesses to provide feedback on regulations beyond traditional comment periods during rulemaking processes.
The bill aims to give small business owners a direct channel to communicate regulatory concerns to an independent advocate within the federal government. Supporters argue this would help ensure that the real-world experiences and challenges faced by small employers are heard and considered by federal agencies. The hotline was initially launched in March 2025 as part of the Trump Administration's deregulation efforts, and this legislation would make it a permanent statutory requirement rather than an executive initiative.
