Protecting Health Care and Lowering Costs Act of 2025

The Protecting Health Care and Lowering Costs Act of 2025 would make permanent several temporary provisions designed to increase access to health insurance premium tax credits. Currently, these expanded credits are set to expire after 2025. The bill would permanently eliminate the 400% federal poverty level income cap for eligibility, lower the percentages used to calculate credit amounts, and remove automatic inflation adjustments to those percentages. These changes would allow more middle and higher-income households to qualify for tax credits to help pay for health insurance purchased through exchanges.

Additionally, the bill would repeal multiple health-related provisions that were enacted through prior legislation, including certain Medicare eligibility verification requirements, a reduced window for retroactive Medicaid coverage, and premium tax credit verification requirements. If enacted, these changes could expand who qualifies for assistance with health insurance costs and simplify some administrative requirements. The bill is currently referred to the House Ways and Means Committee and the House Energy and Commerce Committee for consideration.
