Summary
The Gateway Partnership Act of 2025 would authorize the Secretary of the Interior to enter into an agreement with the Gateway Arch Park Foundation, a nonprofit partner of Gateway Arch National Park in St. Louis, Missouri. The agreement would permit the Foundation to host private events in Park buildings, including the Arch Visitor Center and the Old Courthouse, for a period not to exceed five years.
Under the bill, private events hosted by the Foundation would be subject to strict safeguards. Events must align with the Park's purposes and National Park Service programs, cannot degrade the Park's integrity or appearance, and cannot interfere with public access to Park facilities. The Secretary of the Interior would be required to charge fees to cover all maintenance costs from wear and tear caused by private events, as well as administrative and personnel costs, ensuring no taxpayer burden.
The bill would generate revenue for the Foundation to support Park operations and long-term stability. Proponents estimate the arrangement could produce up to $780,000 annually. The agreement would sunset seven years after enactment. The bill does not prevent the National Park Service from hosting its own events or issuing permits to other organizations, preserving the Park's public mission.
