Summary
H.R. 6390 would redirect approximately $175 billion in federal funding from immigration enforcement programs to affordable housing initiatives. The bill would create a monthly Renter Tax Credit for individuals and families paying more than 30 percent of their income on rent, with credits ranging from 25 to 100 percent of excess rent depending on income level. The legislation would also provide first-time homebuyer credits of up to $25,000, with higher amounts for first-generation homebuyers and those in high-cost areas, along with tax credits to incentivize construction of starter homes and conversion of vacant buildings into affordable housing units.
