Respect for Local Communities Act
Summary
H.R. 7652 would impose new requirements on the Department of Homeland Security before it constructs, acquires, renovates, or operates any new immigration processing site or detention center. If enacted, the bill would require DHS to provide a mechanism for public comments on such activities, enter into signed written agreements with appropriate state and local officials, and give Congress advance notice before proceeding.
The practical effect would be to increase transparency and local input in immigration detention facility decisions. Currently, DHS has significant discretion in where and how it establishes detention infrastructure. This bill would create procedural requirements that could slow facility development and give communities and elected officials a formal role in the process. State and local governments could potentially negotiate terms or raise concerns before facilities are built in their jurisdictions.
The bill is currently in the House committee stage and has not yet been voted on by the full chamber. It would require presidential signature to become law if it advances through Congress.
