Bioindustrial Scale-Up for Supply Chains and Energy Resiliency Act of 2026

The Bioindustrial Scale-Up for Supply Chains and Energy Resiliency Act of 2026 aims to address a major bottleneck in the American biotechnology industry: the lack of infrastructure needed to test and manufacture products at a commercial scale. While many innovators can develop new bio-based materials in a lab, they often struggle to find the specialized facilities required to prove their products can be mass-produced. This bill would direct the Secretary of Energy to establish at least two new bioindustrial scale-up facilities in the United States to bridge this gap.

If enacted, these facilities would serve as hubs for accelerating the development of emerging technologies, such as bio-based fuels, chemicals, and other industrial materials. The bill proposes that these centers coordinate with other federal agencies, including the Department of Defense, to strengthen domestic supply chains and reduce reliance on foreign manufacturing. By providing the necessary infrastructure for companies to scale their operations, the legislation seeks to keep biotechnology jobs and production within the United States.
