Sloan Canyon Conservation and Lateral Pipeline Act

S. 392 would amend the Sloan Canyon National Conservation Area Act in Clark County, Nevada. The bill would expand the conservation area by approximately 9,290 acres and grant the Southern Nevada Water Authority rights-of-way to construct and operate a water transmission pipeline beneath the conservation area. The pipeline would be part of a larger project designed to carry water to Henderson and the southern Las Vegas Valley, improving water reliability for the region. The bill includes protections requiring that the pipeline not be located through designated wilderness areas and that construction not permanently harm surface resources within the conservation area. The Bureau of Land Management may impose additional reasonable terms and conditions to protect the conservation area's resources. If enacted, the bill would balance water infrastructure needs with conservation goals by allowing underground pipeline construction while expanding protected lands.
