Tribal Firearm Access Act

S. 3946 would permit members of federally recognized tribes to present their tribal government identification documents when obtaining firearms from federally licensed firearms dealers. Currently, federal law requires specific forms of identification for firearm purchases, and this bill would expand acceptable identification to include tribal government IDs issued by federally recognized tribes.

If enacted, this legislation would streamline the firearm purchase process for Native Americans by allowing them to use their tribal identification as valid documentation. The bill is currently in the early stages of the legislative process, having been introduced in the Senate in February 2026 and referred to committee for consideration. It has not yet been voted on by the full chamber.
