Critical Materials Future Act of 2025
Summary
S. 596 would establish a pilot program under the Department of Energy to support domestic processing of critical materials essential for modern technology and national security. The bill would authorize $750 million in funding and create a Critical Materials Revolving Fund to reinvest revenues from successful projects into future initiatives. The program would provide financial support to at least three critical material processing projects within the United States, using innovative financial mechanisms such as contracts for difference and price support to help companies compete and protect against market manipulation. Currently, the United States exports most of its domestically mined rare earth elements to other countries for processing, particularly China, then purchases the refined materials back at higher costs. If enacted, this bill would aim to reduce dependence on foreign processing and strengthen domestic supply chains for materials critical to electric vehicles, semiconductors, renewable energy, and defense systems. The bill also requires the Secretary of Energy to study the effectiveness of these financial tools and recommend ways to expand their use.
